HR University (HRU) is the Federal Government’s "one stop" training resource center for the Federal Human Resources (HR) professional. Through the use of a web-based platform, HRU provides a wide variety of training and development resources geared toward HR professionals. Features include (1) a course catalog that incorporates OPM approved HR related courses from various Federal agencies and vendors; (2) access to learning via multiple delivery methods (a blended learning approach); (3) a common "core" curriculum and criteria that emphasize solid technical knowledge and expertise; and finally, (4) a career guide and other developmental resources for current and future HR professions that focus on building competencies, skills, and Individual Development Plans (IDP).
HRU is aimed at professionalizing the Federal HR career field and is designed to address competency and skill gaps within the HR community, achieve governmentwide savings, identify the best HR training across government, and establish a means for sharing resources across all agencies. HRU seeks to fulfill three major training needs for the HR profession: foundational knowledge of Federal HR laws, technical and analytical skills, and strategic thinking and partnering skills.
HRU is the product of the collaboration between Federal agencies across government through the Chief Human Capital Officers (CHCO) Council. The CHCO Council founded HRU in 2011 and now serves in an advisory role. The U.S. Office of Personnel Management (OPM) manages the day to day activities of HRU.
The rollout of HRU is underway in a three phase approach:
Phase 1: Phase 1 of HRU rolled out in early 2011 with the website’s basic framework and included several available OPM approved HR courses from across the government, a variety of HR career paths inclusive of the HR technical areas, career guides for each technical area, and success factors for the HR professional. Since the website will continue to evolve and grow with additional courses and resources, this phase is ongoing.
Phase 2: Phase 2 of HRU includes building relationships with interested vendors to develop and offer additional courses through HRU. This stage includes discussions with vendors to develop OPM approved courses, OPM requirements, funding, Memorandums of Understanding (MOUs), and other related contractual and legal considerations. Phase 2 began immediately after the launch of Phase 1 and is an ongoing process.
Phase 3: Phase 3 of HRU will focus on bridging the approved competencies and course curriculum into a certification program for the Federal HR professional. The estimated launch date of this phase has not yet been determined.
The Chief Human Capital Officers (CHCO) Council and Federal HR community leaders have made "professionalizing the HR community" and building skills, competencies, and knowledge for HR professionals a priority. In 2009, the CHCO Council HR Workforce subcommittee worked with OPM to develop an assessment tool as step one towards this goal and then immediately formed another workgroup to create HRU.
The Chief Human Capital (CHCO) Council members, who consist of representatives from 26 Federal agencies and the Small Agency Council, voted unanimously to create HRU and continue to serve in an advisory role. In addition, the HRU workgroup consists of members representing most Federal government agencies.
Governmentwide savings are realized through the sharing of resources and economies of scale by reducing duplicative courses across the government, identifying the best HR training across the government, and by virtue of establishing a means for sharing these resources through HRU.

This cost savings figure represents the number of agencies benefitting from the course multiplied by the initial course development cost. Cost savings are only calculated for the courses that were developed by federal agencies and now offered for free through HR University. The cost saving figure increases each time someone completes a free course from an agency that has not previously benefitted from it. This formula has been endorsed by the Chief Learning Officers Council.
HRU is proud to provide a cost-effective solution to government HR training. By sharing resources, we are able to reduce duplication and save agencies training dollars. HRU also provides value by vetting courses and giving the OPM "seal of approval." If you find a course on HRU, you can be assured that it has been vetted and approved by OPM. These cost-savings and quality assurance values are the cornerstone of HRU.
No. OPM will not be the sole provider of courses offered through HRU. In contrast, the sources of training will come from not only OPM, but other participating Federal agencies as well as private training vendors.

There is a "pop-up" notification on HRU’s course catalog site reminding you to check for and take online courses from your agency LMS if it is available there; if so, you should sign into your agency's LMS and access HRU’s online course from within your system, where all online course completions are tracked and available for Enterprise Human Resources Integration (EHRI) reporting. However, for all online courses completed through HRU, the training completion data will be available to agencies from OPM, in EHRI format, so that agencies can add unique personally identifiable information (PII) and send the data to OPM to meet the required EHRI training completion reporting requirements.
You should adhere to your agency’s internal training approval process before registering for or completing any courses in HRU’s Course Catalog. Before taking an online course through HRU’s website, please confirm whether the course is offered through your agency’s Learning Management System (LMS). If so, you should access and complete the course through your LMS in order to document the training within your agency. If not, print the completion certificate and work with your Training Coordinator to ensure the training completion is documented and reported within your agency.
Currently, online courses that are offered across federal agencies must be loaded and stored locally in each Learning Management System (LMS) to be accessible. Many agencies have multiple systems that require a copy of the same course to be loaded into each LMS, so that when there is a change to a particular course, the updated course files must be re-distributed and loaded into every LMS to update each system with the new version. Since updated (or revised) courses are not always loaded in a timely manner within LMS’s, often times there are outdated course versions in the multiple systems, even within a single agency.
HRU is using a unique technical approach to enable each agency LMS to point to a single master version of each online course. This approach ensures that there is just one version of each course in the master HRU course catalog repository. Rather than loading the actual course into each agency LMS, "pointer" files are loaded in each agency LMS that access the single master course. Along with the course pointer files, HRU also provides the required course data for training completion and Enterprise Human Resources Integration (EHRI) reporting. Loading pointers to a master course version of the course has the benefit of not only ensuring that the latest version of each course is always in use, but eliminates the labor for each agency to load course updates. When the one master instance of a course is updated, all LMS pointer files are already pointing at the course and consequently deliver the latest version of the course without having to perform updates to the LMS at the agency level.

The courses that are offered through HRU are a combination of classroom, online, and web-based courses and will be offered (for a cost) across the government. Many users will have the capability of registering and tracking all courses offered through the HRU back to their home agency.
The HRU Data Clean-Up is done annually. It involves HRU registered users updating their information under My Profile and HRU Ambassadors ensuring the HRU database reflects the current workforce for their agency.
